Survey: Funding cross-border col­lab­o­ra­tions

Cross‑border collaboration is the lifeblood of the performing arts - but what does its funding look like today, and how should it evolve? 

The Performing Arts Coalition (PAC) invites you to share your experience in a new sector‑wide survey.

To better understand the current funding landscape and imagine what future support could look like, the Performing Arts Coalition (PAC) invites artists, producers, managers, and all professionals working in circus, dance, music, performance, theatre, outdoor arts, or interdisciplinary practices to share their experiences. PAC has developed a survey to map today’s international funding ecosystem: its needs, gaps, and the challenges that hinder meaningful collaboration. Your input will inform a policy paper on the next EU funding programme for culture - AgoraEU (2028–2034) and provide evidence for policymakers at international, European, national and regional levels.

Voices from across the world are welcome. While part of this survey focuses on EU funding, we understand that this may be less relevant for professionals based outside countries participating in Creative Europe. Nevertheless, we very much welcome your perspectives.

The survey takes approximately 15-20 minutes and can be completed anonymously.  All personal data will be used exclusively by the PAC organisations for the purposes of this research.

About the Performing Arts Coalition (PAC)

This policy action is led by the Performing Arts Coalition (PAC), a platform for European and international performing arts networks to collaborate on advocacy for the performing arts, conducting joint actions and research, exchanging knowledge, and pooling resources. Our mission is to strengthen the role of the performing arts in society by advocating for policies that recognise their unique value. PAC was founded in 2025 by ASSITEJ - International Association of Theatre and Performing Arts for Children and Young Audiences, Circostrada - European Network for contemporary circus and outdoor arts, EDN - European Dance Development Network, EFA - European Festivals Association, and IETM - International network for contemporary performing arts. The joint membership of the networks is based in over 90 countries of the world counting over a thousand of organisations and professionals.

Together with the European cultural networks and their members, EFA advocates that arts and culture remain a strong priority in the EU’s future budget.

Now more than ever, our voices matter. We invite you to reach out to national ministers (culture, finance, EU affairs...) and Members of the European Parliament from your country to underline the importance of our sector. Your advocacy and your connections are key in ensuring that culture remains visible, valued, and well supported in the coming years.
